It is simple one of the most famous etudes (spanish for "study") by Dionisio Aguado. It is in the key of A minor and is in 2/4 time. It could easily be in 4/4 but the accents would be in the wrong place. Each note represents a sixteenth note (with the exception of the two quarter notes in the song denoted by a "q" above the note) and the accent should be on 1 and 2. You can see the greater-than symbols ('>') below the 1st and 2nd beat of the first few measures.
